You essentially are electrolyzing the water, not the NaOH. The NaOH provides an electrolyte to the current to pass through, the water provides the Hydrogen and the oxygen gases that are evolved at the electrodes. Some of the OH may be involved, but Na is a solid highly soluble in water and will stay in solution until concentration increases where it will plate out on the anode.
